The site serves as a free, statewide toolkit designed to help employers support working families through childcare benefits, workplace policies, and community partnerships. Blue Archer was engaged to transform the toolkit into a credible, intuitive, and visually engaging resource for employers, employees, and advocates across the commonwealth.

Challenge

The legacy site was assembled in WordPress with limited functionality and unclear pathways. Employers struggled to find actionable next steps. Working families had difficulty locating resources. Awareness of the PA Early Learning Investment Commission was also low, despite its long-standing leadership.

The challenge was twofold:

  • Create a professional, warm user experience that speaks to employers without feeling whimsical or overly playful.

Blue Archer rebuilt the site from the ground up. The new experience balances business credibility with approachable content, highlights real employer outcomes, and provides clear next steps. The result is a toolkit that communicates urgency and delivers practical “how-to” guidance for organizations of all sizes.
